Wind is the movement of the air from an area of high pressure to an area of low pressure. Global wind patterns exist because the sun heats the surface of the Earth unevenly. As hot air rises, cooler air moves in to fill the void left behind. The rotation of the earth also has an effect. Local topography has a huge effect on the wind, making the wind resource very site-specific.
