The need to determine and ideally quantify the level of in-service risk is a key step allowing the safe functioning and mechanical integrity of all materials of construction and supporting corrosion control measures. This is an integral part of meeting compliance with health, safety and environment (HS&E) requirements and legislation. Therefore, risk assessment needs to be rigorously and systematically conducted, and periodically reviewed and revised, and to be present from the design stage, and maintained through commissioning, operation, and decommissioning.
