Restricted by technology and resource endowments, the current domestic energy production mode has a comparative cost advantage, and the control of greenhouse gas emissions is facing tremendous pressure. By adopting a compromise method, this thesis measured carbon emissions for China's economic development during 1995–2008, analyzed production structure and consumption structure of energy, made the co-integration analysis on output value structure and carbon emissions in three industrial adjustments process, and got the carbon emission flexibility for output value of three industries. Finally, combined with China's reality, we proposed specific measures to reduce carbon emissions.
