In this paper, the passenger transport mode choice behavior and the passenger service choice behavior are both considered, and a tri-level programming model is proposed to solve the optimal fares, optimal speed of different services modes in formulating railway speeding-up while the benefits of passenger and transport departments are both considered. And a sensitivity-based algorithm is developed to solve the model and a simple example is given to illustrate their application.
