88 Management Information System: A Promising System for Economic and Statistical Organisation under E-Governance

The MIS (Management Information System) specifically developed for Economic and Statistical Organization, Punjab under e-governance projects for using the system effectively, preparing the compilation sheets and generate reports on time. The latest trend all over India is implementing ICT in government offices to facilitate efficiency, effectiveness and transparency in the existing system. E-Governance plays an important role in developing India. Successful e-Governance citizen centric applications are developed which impacts directly on public but some of the government offices have indirect impact on public. ESO is one of the State Government departments to advise the State Government on Economic and Statistical matters for formulation of policies and plans. A Statistical abstract prepared by the department contains all important socio-economic aspects of the State's economy which is useful to meet the demand arising out of the changing economic conditions. Initiative has been taken by the department itself for computerization of the department for timely data collection and report generation. The step has been taken by the department for using ICT to bring efficiency, effectiveness and transparency in the government offices. The responsibility of the ESO is to provide information in specific time to Headquarter Delhi.

The MIS for ESO enables government department to manage whole data collection process, compilation of data and analysis of statistics relating to various sectors from different blocks/villages of districts for different commodities periodically and dynamically report generation whenever required. The application provides a platform for better service delivery on time and accurate report generation. The dynamic report generation saves time for repeated calculations as a single change in the input data reflects change in many reports. Main function is to collect, compile, analyze and interpret economic and Statistical data and act as data bank. The data collected by the Organization highlight the level of socio-economic development of the State. The Planners, Research scholars, social thinkers and administrators heavily draw upon the statistical information available with this Department.

The paper shows the existing manual system and the e-governance approach towards adopting the ICT in the government organizations and the features of the system. Different sections are covered in the MIS from which Wholesale Price Index section is explained which covers the flow of data and formulas used in the system. MIS provides several benefits to the organization.
