This paper, based on the comprehensive analysis and research on 1œecological safety1 and 1œwater safety1 and relevant references, is going to summarized the methodology of research on these safety issues, to design the environmental security of fuzzy evaluation system, which through analysis on system features and relevant historical data establishes a safety evaluation index system able to comprehensive reflect system safety features; introduces the improved AHP evaluation index system to determine the weight of all factors; and proposes five levels standing for system safety evaluation scales: very safe, safe, comparative safe, danger, very danger. Because of the fuzzy evaluation for safety features, it develops a multi-level and multi-grade fuzzy comprehensive evaluation method. Through practical safety evaluation on the coastal city, the feasibility of the model is verified.
