Traditionally the function and effectiveness requirements analysis are operated separately, to unify these two processes, the paper proposes an effectiveness-oriented C4ISR system requirements analysis method. It extends the Capability Meta Model of DoDAF 2.0 by introducing effectiveness-related concepts and constructs a C4ISR Capability Meta Model (CCMM) which enables a functional and effectiveness modeling. Some OCL-based domain rules are suggested to realize an automatic model checking and guarantee the consistency and completeness of the requirements models. Finally, a case study of C4ISR system effectiveness modeling is provided to demonstrate the availability and applicability of the method.
