The balance score card (BSC) was applied to distilled the key performance index of the equipment cost management from the strategetic target. The combined BSC with analytic hierarchy process (AHP) was proposed to apply to the equipment cost budget performance evaluation, the method of AHP was used to decompose the evaluation index to the evaluation object, and with case computability show that the methods have the guidance to the budget cost allocation of the military fiance.
