The network environment with on foreign language teaching has diversity and optional. With the aim of self-learners to provide a favorable conditions. Students have a high degree of self-learning through access to information; experience of English cognitive processes; to improve their English language proficiency. Foreign language learners cognitive development was emotional, emotions, hobbies, and so the impact of irrational factors. Network environment, whether under the self-learning mode to eliminate the effectiveness of language education, can interfere with the learner’s acquisition and cognitions and only through reasonable build a network platform in order to comprehensively improve the learners cognitive ability.
