ASME B31.3 requires that examination of the piping be performed by the piping Manufacturer (for components only), Fabricator, and∕or Erector as a quality control function. These examinations include radiography, for which ultrasonic examination or in-progress examination can be used as substitutes, visual examination, and, under certain conditions, magnetic particle or liquid penetrant examination.

The Examiner is required to have training and experience commensurate with the needs of the specified examination, with records of such qualifications maintained by the employer. Although there are no specific requirements, ASME B31.3 refers to SNT-TC-1A, Recommended Practice for Nondestructive Testing Personnel Qualification and Certification, as an acceptable guide.

The owner's Inspector oversees the work performed by the Examiner. It is the Inspector's responsibility to verify that all the required examinations have been completed and to inspect the piping to the extent necessary to be satisfied that it complies with all of the applicable examination requirements of the Code and of the engineering design. Note that the process of inspection does not relieve the Manufacturer, Fabricator, or Erector of their responsibilities for complying with the Code.
