Combining with response business process flows for affairs and calamities emergency, we analyze the necessity of knowledge reasoning which more attention might be paid to in actual applications of such category of emergency quick response platform. For realization of the software architecture of an affairs and calamities emergency quick response platform based on knowledge reasoning, the reference model, the reference architecture, the core knowledge reasoning mechanisms and their related algorithms of the platform have been studied and designed, and a technical framework implemented actually has been presented finally. The contents proposed, studied, designed and practiced have certain reference values for building a similar emergency quick response platform which has knowledge reasoning.
