Dynamic capacity prediction provide strong support for develop pre-tactical or tactical flow management program. The prediction procedure of dynamic capacity is proposed and the related calculations for control sector is presented, and the dynamic density function model at different times and various traffic situation is established by using curve fitting method. Based on the new prediction method, the prediction of the sector dynamic capacity at different traffic situation is achieved. The example of dynamic capacity prediction for Shanghai control sector is given, and the results show the feasibility and effectiveness of the new prediction method.
