Urban land carrying capacity is an important part of various kinds of natural resources carrying capacity in the process of a region's substantial development and an important comprehensive index indicating the relationship between man and land. With our province having entered a phase of rapid urbanization, the contradiction between man and land becomes very sharp so it is particularly essential to study the urban land carrying capacity. Based on the actual condition of Hebei province, through constructing evaluation index system of urban land carrying capacity this paper evaluates land carrying capacity of 11 prefectures in Hebei Province with the method of Mean-Squared Decision to decide the weight of each index. The evaluation results show that the general level of urban land carrying capacity in Hebei Province is low and is positively correlated with the land economy. Meanwhile, the impact of land ecological environment and social development on urban land carrying capacity has gradually appeared.
