Combat maneuvering process model is precondition and foundation of developing hi-tech army combat maneuvering by simulation, this paper analyze hi-tech army combat maneuvering process, the model of combat maneuvering process based on Petri net is established; capability of model is analyzed based on Markov steady probability, then, elicit the safe probability of model; aimed to improve the safe probability, the quantitative analysis of model was implemented, the result indicate that model is valid and it can provide a valid theory basis for the phase of combat maneuvering process were effectively implemented.
