EPS AKA (Evolved Packet System authentication and key agreement) is the authentication and key agreement procedure that is used between User Equipment (UE) and Evolved Packet Core (EPC) Network through E-UTRAN. By analyzing the security deficiencies of the EPS AKA procedure, this paper proposes a new security enhanced authentication and key agreement (SE-EPS AKA) based on Wireless Public Key Infrastructure (WPKI). With the SE-EPS AKA, the system scale can be easily extended, and the undeniable receipt can be generated from the exchanged messages. In addition, the public key encrypted important data can prevent user from information leaking and malicious attacks. At last, this paper verifies the SE-EPS AKA with the formal strand space and authentication test, and the analysis result shows that the proposed scheme has out-performed security and scalability than other related schemes.
