This article proposed algorithm uses speed adaptive strategy in the vertical handoff network discovery phase, which overcomes the drawbacks of the fixed, single network discovery methods by using received signal strength (RSS), raises sets of candidate network update rate and improves the network discovery time of high-speed mobile users. Moreover, handoff decision uses a cost function weight-variable algorithm, which takes into account a variety of access network and user properties, proposes a fuzzy logic theory based weight optimization method, selects the network with the maximum cost function value as the best handoff network. Simulation results show that the proposed algorithm can effectively improve the network update speed, lower network blocking probability, reduce the number of handoff by 80% and assure the effectiveness and fairness of handoff compared with traditional fixed threshold received signal strength(F-RSS) algorithm.
