An expert system is developed, which is based on the combination of rule-based reasoning (RBR) and case- based reasoning (CBR). The system is aimed at the requirements of the management of the trans-basin water transfer engineering and is based on the intelligent decision support system development platform (IDSDP). Its theory and components are introduced.
