The world of communications has become more deregulated and internationalized in the past decade. Industries such as communications, information technology and media come together, offering new information services, and leading to new alliances and international competitions at the same time. This paper according to the theory of human resources development based on the human capital introduces three service engineer cultivation models for Chinese communications industry, they are multiple school boundary model, enterprise academy model and certification pyramid model. It will solves the problem that the capability of service engineers can not satisfy the demand of communications Industry, and the three cultivation models will give a fresh thinking for the training project of service engineer.
