This paper studied a vehicle routing problem with time windows and stochastic travel and service time. A simulation-based optimization framework is originally developed so that the significance of different stochastic parameters as well as distribution functions can be tested simultaneously in a single model. Genetic algorithm with route-sensitive crossover and route-sensitive mutation is applied to minimize the total delivery cost in a deterministic fashion, while Arena simulation models are used for performance analysis of stochastic parameters. Finally, some test instances with certain stochastic components and various distribution functions are established to investigate the performance of simulation models, then computational results are reported.
