Requirements Dependency Factor (RDF) is proposed as a new requirements specification and evaluation metric to assess the quality of requirements. This method ranks requirements on the basis of complexity, risk, and change impact if changed during the life cycle. It is argued that most of all existing requirements specification attributes are qualitative in nature. Current metrics often focus on examining whether requirements are correctly elicited. RDF, however, supplies information about the risk of the project, which can be calculated directly from a set of requirements. The Darpa Urban Challenge project is used to illustrate the calculation and interpretation of RDF.
