The Joint Resource Management (JMR) in heterogeneous environment refers to bandwidth allocation provided by different networks simultaneously to a user. To achieve this, Concurrent Multipath Transfer (CMT) algorithm has been employed by many wireless mobile networks in association with Stream Control Transmission Protocol (SCTP). SCTP based CMT technology has higher data transmission speed, however, CMT has drawback of receiver buffer blocking problem in wireless mobile networks.
