With the rapid increase of economy, roads as a means of transportation have reached their limits in the big cities in China. Traffic jams, environmental problems caused by transportation vehicles, lower transport efficiency, and the city logistic distribution bottleneck of E-Commerce are becoming the main problems faced with the government in every city in China. For example, in Beijing-the capital of P. R. China, the freight transportation volume has increased by 15% per year in the last 10 years. The number of private car has reached 2,000,000 in 2003.
