In this paper, we examine a design method for state observers for time-delay plants. State observers are initially proposed by Luenberger and are used to estimate the state variable of the plants. Several papers on design methods of state observer have been published. However, no paper examines the parametrization of all state observers for time-delay plants. In this paper, we propose the parametrization of all state observers and linear observers for time-delay plants.
