Consistently dwindling funds and resources have strained many government and commercial organizations in recent years. Many organizations have been forced to restructure their business strategies and plans in order to manage and balance decreasing profit margins and increasing expenses. One frequently targeted area is maintenance. Management has repeatedly achieved more with less maintenance by (1) operating aging facilities and equipment beyond recommended operational lifetimes and (2) decreasing the number to maintenance activities below equipment specifications by deferring these activities for as long as possible, sometimes even years. These deferred maintenance (DM) actions have adversely impacted operations, resources, system safety, and even increased costs to repair or replace broken facilities and equipment. Oftentimes facility managers could not appropriately fund, schedule, and manage projects to reduce their backlog of DM activities without knowing the impacts these activities have on operations.

ARES Corporation, under contract with the Los Alamos National Laboratory, has developed a risk-based tool that can help facility managers to better plan for DM reduction. The Risk-Based Deferred Maintenance Prioritization and Scheduling database (RBDMPSdb) system can help facility and project managers determine which DM activities need to be handled first on a risk basis within a given budget and schedule. This tool can also analyze the effects of DM growth using the facility condition index (FCI) for each facility type, a standard indicator used by facility managers to gauge the “health” of a complex.
