In the field of a nuclear safety, probabilistic safety assessments (PSAs) have been applied to make meaningful risk-informed decisions. In order to be more risk-informed approach in a regulatory authority, there is a growing need for fundamentals on risk evaluation model. Especially, if a regulator wants to have the assurance whether or not good performance of any nuclear facilities has been preserved and to perform the verification of their operational safety, it is recommended that the regulatory organization prepare verification tools following the state-of-the-art technology for every technical areas and keep up the capability for independent assessment.
