A normative model is presented consisting of production, consumption, and environment subsystems. The production subsystem consists of a number of cooperating sectors. The sectoral, input-output relation is specified by a generalized CES production function which encompasses the inertia and delays of the system. The accumulated national production is optimally allocated to production, consumption, and environment to yield the optimum GNP per capita over a next planning period. An aggregation technique is presented, yielding a macromodel from a set of sectoral micromodels. System development is forecasted based on estimates of historical data.
