An algorithm for synchronizing ramp vehicles into freeway gaps is developed. It is thought to be an improvement over existing synchronization algorithms because the derivation takes into account the phenomenon of vehicular interaction which is fundamental to any realistic description of the merging process. Attention is focused on identification of new platoons and characterizing gap propagations within a platoon. The probability of synchronizing a ramp vehicle with an ordered gap of a platoon is formulated in terms of the platooning freeway vehicles’ speeds and arrival times at a shoulder lane detector and is maximized to generate the optimal release time of the ramp vehicle. A numerical example is included.
