The Defense Fuel Supply Center (DFSC) is responsible for the procurement, transportation, and storage of bulk petroleum products for the U.S. Military Services and Federal Civilian Agencies worldwide. This paper will describe the quality assurance program developed and utilized by the DFSC to prevent quality problems and to ensure specification products are acquired and delivered to its customers. In so doing, it will describe the specification and contract requirements for inspecting jet fuels, marine and automotive diesel fuels, motor gasolines, and heating fuels. The inspection and cleanliness criteria established for shipping containers, such as tankers, barges, tank trucks, railcars, and pipelines, will also be discussed. Additionally, the training and certification of field quality assurance personnel (inspectors) will be reviewed.
