The U.S. Bureau of Reclamation has been plagued with failures of its canal embankments for a number of years, particularly those constructed with the expansive clay soils found in the San Joaquin Valley of California. Failures have occurred regardless of whether the canal was constructed of earth only or was lined with concrete.
The bureau has tried various repair techniques over the years, none of which have been completely successful until 1972, when a technique was tried which was relatively new to the bureau engineers—lime treatment of existing embankment. So successful were the results that the bureau has used the same technique, with variations, on five more repair jobs.
