This paper addresses the need for a single measure of noise exposure in evaluating the noise environment at airports. Unnecessary confusion and inconsistency often occur as a result of the many different measures available. Furthermore, noise exposure measures seldom play an active role in identifying reasonable noise abatement alternatives. The paper discusses three projects which have effectively employed game playing in the development of noise abatement actions.
