Four basic requirements of fire safety standards are proposed: the system of international rules must be objective, practical, mandatory, and consistent. Taking into account the state of the art, the fulfillment of these basic conditions is subjected to some substantial constraints. A very important constraint appears to emerge from the inconsistency between the quantification of levels of protection and the quantification of measures to meet the required levels. Other constraints follow from political and legal considerations. A discussion on these constraints is presented, and recommendations are given to face the identified problems.
