The Walnut Energy Center (WEC) is a nominal 250 MW gas fired combined cycle power generation facility currently under construction by the Turlock Irrigation District (TID) in Turlock, California. TID is a publicly owned water and power agency located in California’s Central Valley. This paper describes how the Walnut Energy Center was designed to meet a unique and complex set of challenging functional, environmental, and economic requirements.
