The working ratio of ports when the influence of waves is remarkable has been discussed in detail; however, the ratio of those not facing open sea areas has not been considered. The current port operations are clarified through a questionnaire. Because tidal currents are the main complicating factor in ferry operations, the difficulty of ferry berthing is estimated through revised numerical simulations. The working ratio due to tidal currents is newly defined to compare it with that due to waves. In a ferry terminal of the Seto Inland Sea, the working ratio due to tidal currents is lower than the standard for harbor tranquility. New port planning is required for small ferry terminals with strong tidal currents.
