Communications Based Train Control (CBTC) has matured over the last 30 years to be the premiere choice for signaling of heavy rail metros throughout the world. In the United States, CBTC has lagged behind in use for a number of reasons. This paper researches these reasons and offers a solution that can benefit both the supply community as well as the end user such that CBTC can be successfully deployed as lower cost. Interoperability as a driver for this innovation will be investigated at all levels possible for operations, management, and interfaces, providing a fully integrated system.
