Federal Railroad Administration (FRA) sponsored a comprehensive analysis of high speed rail noise and vibration resulting in the guidance manual, “High-Speed Ground Transportation Noise and Vibration Impact Assessment,” dated October 2005. This manual was prepared to provide a standardized set of procedures for the evaluation of noise and vibration impacts in recognition of community concerns in the vicinity of proposed projects. This paper by the lead author of the FRA manual presents the application of the methods to HSR projects.
