The number of interested countries to build its first nuclear power plant remains high after the infamous Fukushima Daiichi Nuclear Accident. The development of the national infrastructure is one of the major undertakings for countries to construct nuclear power projects especially for the first nuclear power project. Management is one of the 19 key infrastructure issues and vital areas for the famous IAEA Integrated Nuclear Infrastructure Review mission. IAEA develops the concept of the Integrated Management System to ensure that the Safety, Health, Security, Safeguards, Quality, Economic and Environment issues are considered together in an organization, and to highlight the importance of safety in decision making. The IAEA Safety Standards establish requirements and provide guidance for applying a management system for facilities and activities. These IAEA Safety Standards mainly include Leadership and Management for Safety, The Management Systems for Facilities and Activities, and its applications addressing the different life cycle phases of a nuclear facility from design through operation to decommissioning and waste management. The author analyzed the current worldwide situation of the new nuclear power projects, briefly introduced the background of the infrastructure development of the nuclear power programme and INIR mission, and highlighted the IMS and IAEA safety standards on IMS and its applications with the practices from the ongoing new nuclear power projects in this paper.
