This paper analyses the relationship between PSA and safety objectives. Then according to NUREG-1150, we define the expressions of CDF and LERF, and find a new method to demonstrate that a CDF of less than 10−4 per reactor year and a LERF of less than 10−5 per reactor year are acceptable surrogates to the latent and early quantitative health objectives.
