On a smooth tensile specimen, it is used to perform the fatigue characterizations: But there are still many open problems. These problems are even more obvious when we need to consider the structure and its loading. We propose special rules to describe the loading and to be taken as new standard. rules in the future. The main idea is to find an Equivalence rule between two loadings relative to «Damage» which may be used as a «Quantification» or norm of any loading relative to one particular structure made of particular materials. This rule needs to give a physical meaning of fatigue analysis during any loading and must allow for construction of simple and practical tools for fatigue analysis or accelerated fatigue tests. This representation has to be considered at the level of the materials and then at the level of the structure.
