In November 1973, the European Council approved the Community Environmental Programme which underlined the need for Community measures covering the “particular case of the handling and storage of radioactive waste” and specified the content of the procedures for implementing such measures. Many of the activities described still form an important part of the Commission’s programme on radioactive waste. Since 1980, the programme has been guided.
The European Commission actively encouges the Member States to continue their activities concerning high-level waste repositories. One of the main problems is the lack of acceptance by the public for any specific site in their neighbourhood. A better programme of public information may help to overcome this. However, a strong political lead is also necessary.
